What a card can and cannot tell you about someone else

A card is honest about the bond and quiet about the other person's intentions. It will show you the temperature of what is there, whether it is moving toward you or away, and what it is tangled in. It will not tell you what they will do on Thursday, because that is a decision they have not made yet and no deck gets a vote.

The question that pays best is the one with you inside it. "Does he think about me" gets you a temperature. "What is this asking of me" gets you something you can act on before the week is out. Both are fair questions. Only one of them leaves you with a next move.

Reversed does not mean the opposite. In this reading it means the same feeling travelling the other way: warmth that is not coming out, something held that is starting to leak, attention on its way back. That is one rule applied to every card, and you are allowed to disagree with it once you know it is the rule.

Usually that the card was answered and not accepted. A repeated card is the deck declining to change its mind, and the useful move is to stop asking what it means and start asking what it wants you to do. If the repetition is happening because you are asking nightly, that is worth knowing about your own week rather than about them.

Does a reversed card mean they do not care?

No. Here a reversal means direction, not absence: a warm card turned over is a feeling that exists and is not coming out, and something that was pointed elsewhere, reversed, is attention on its way back. Absence has its own cards, and they are upright ones.
